MuseScore is free and open source notation software - no way to pay for it
even if you wanted to. You might be thinking of the online score-sharing
website musescore.com, which offers both free and paid accounts, but you
don't need that to use MuseScore. And if you do decide to create an
account on musescore.com, a free one is usually sufficient, unless you are
wanting to download copyrighted music like pop sheet music.
Now, as a totally separate thing, there is an experimental service for
importing PDF files - you access it via File / Import PDF, and it does go
over to musescore.com to run a program there. But frankly, it's not worth
the effort it takes. There is almost no chance the results will be usable
as is, and it usually takes a considerable amount of editing by a sighted
person able to compare to the original to get it to be close. There are
commercial PDF importers that do better, but still, editing by a sighted
person able to compare to the original is normally needed - just maybe less
of it than using the service provided by MuseScore.
