Hi, Ruby. Muse Score is free to download and use. I just did a quick look
at their website and google search. It appears that Muse Score does not
directly import PDF files. You can import Music XML files to Muse Score, or
Midi files, but you can't upload a PDF to Muse Score directly. To my
understanding, you would have to first convert the PDF to XML and then load
that XML file into Muse Score.
I'm not sure which 3rd party applications do this. If you have the Goodfeel
Suite, I wonder if Sharp Eye would do that for you, but then, you could then
use Goodfeel to access that music rather than Muse Score.
