Assuming these BRF files are indeed Braille music and not just a text
description, then as others have said, a screen reader isn't doing to know
how to read them in a meaningful way.  But, programs like Toby Rush's Braille
Music Notator <https://tobyrush.com/braillemusic/notator/> may be able to
help.  It can take the Braille music file and display it on screen in a
format that can be read by sighted musicians - a clever hybrid that
displays each Braille cell with an icon depicting its musical meaning using
the symbols of standard notation.  I think it's possible a screen reader
might be able read from the information provided there, but I'm not sure
what that would actually sound like.
