If I'm understanding you correctly, you want to braille a "flat VI 7" chord?
Here's how:
flat sign, letter sign, vi, number sign, 7 (lower cell number)
in ASCII, it looks like this:
<,vi#7

If the lowering of the root of the chord is actually a natural, just 
substitute the natural sign for the flat sign; in ASCII:
*,vi#7
