Hi Dana,
I don't know of an app for this.
But I would just use something like voice recorder on my phone and play each
note I wanted to work on on a keyboard for as long as needed.
Note the keyboard because the note doesn't decay like it might on an
acoustic instrument.
You can then use the playback of that for your practice.
If I was searching for an App I would look for something like tone generator
in the app store rather than tuner. Garage Band or similar might be easily
able to do this. I don't use it, so don't know.
You could also try talking tuner. It doesn't play the note (well I don't
think it does but I wouldn't have been looking for that), but it does give
verbal feedback of the note pitch including how many cents flat or sharp it
is. It is available from the App store. I'm not 100% sure if it updates
the verbal feedback as the note goes on or just gives it once at the start.
I can check later if it helps, my phone is just in the middle of doing an
update right now.

I am working on playing long tones on my flute as part of my warm-up. My
teacher has suggested finding a source that will maintain a continuous tone
on a given pitch so I can be sure my long tones are not going flat. My
teacher has a tuner that will do this, but it is on a metronome. Thank you.
