The answer is very simple: Because you used Sibelius' native Musicxml
export, which is quite broken. I suggest you download Dolet 8 For
Sibelius plugin, and export Musicxml from it. However, it has some
measure numbering problems (actually a different numbering method
BrailleMUSE can't recognize), so I'm attaching a copy I modified, and
you can put it into the plugin folder such as
C:\User\[username]\AppData\Roaming\Avid\Sibelius\Plugins. In Sibelius,
find this plugin and run it, or assign a shortcut in the Keyboard
Shortcut preference tab (Export Musicxml).
