Hello,
I'd just tell them when you get there. As long as there are no songs special 
they want you to learn or sight reading, You should be fine.
I don't even like to tell the judges that I'm blind, that way they don't 
have any idea when deciding.

They won't turn you away or hold your blindness against you because as
was said, that would be discriminant.  I'm sure they would work the
staging things out with you.  If they did it on American Idol, I can't
imagine a smaller state competition not doing some similar or making
some basic accomodations.
