Conductors get to obey or disobey.  They get to put their own feelings into the music.  Slow down, speed up, linger.  And they definitely keep the instrumentalists together.  Everyone would tend to go their own way without a conductor.  One can listen to different CD's of the same symphony and hear how different conductors feel the music.  Bach didn't use a metronome and most of the early composers don't have MM markings on their music so tempo is a personal decision.
