I have considerable experience with Sibelius, as do some others on this list
I think.
Currently ONLY Sibelius version 5 is made accessible, via scripts that a man
in the UK has written. Word is that script files for Sibelius 6 are on their
way, but the time table on the release of them has been adjusted numerous
times. Sibelius 5 is very nice and easy to use with the scripts. Note that
Sibelius 7, the most recent version of the scoring software, is NOT
accessible. Also, per a discussion on this list a couple months ago, one
would have to run a Mac in the Windows platform in order to use JAWS and the
scripts. Voiceover will not provide what you need.
Regarding PhotoScore, I advise that you not expect much profitability. Score
scanning still has quite a long way to go, in my opinion, and the program is
not particularly speech-friendly.

Subject: [Menvi-discuss] Sibelius & PhotoScore for Visually Impaired Student
Hello. Does anybody on this list have any experience with the programs
Sibelius & PhotoScore Ultimate?
We are considering these programs for our son to be used on a MacBook so he
can compose, edit, scan and enlarge music. We have researched many programs
and believe these will work the best with the equipment we have to use.
However, we have not heard of anyone using this combination of programs.
We would welcome any input you have about these programs. Thank you very
much for your time.
Kellé
