The main thing is to keep the whole mess together, it seems to  me.  
 
In the harp's case, pianissimo, etc. usually means the  orchestra is quiet, 
our part is actually going to be heard, and we need to  play loudly.  Ta 
dah!  We're ON.  Regardless of how dynamics are  written, we have several 
dynamics: loud, louder, and loudest.
 
As to the group dynamics, keeping things in balance is a  conductor's job.  
If the strings have a melody, and another section is too  loud, they will 
drown out the melody.
