I believe he's talking about ear training activities, not sightsinging. Ear training involves listening to something and identifying what that something is that you just heard. It could be intervals, or a melodic line, or a rhythmic line. One should be able to hear what's being played, and to identify what's being played (by writing it down), WITHOUT singing anything back.
