Hi Brandon,
I do not know much about metronomes, but probably the type with 
the dial would be best.  As for timing, there are a couple of 
things you could try.  One solution would be to do as you said, 
but I'm not exactly sure.  One thing that has helped me before I 
started reading braille music is to have my teacher lightly tap 
my shoulder to help me get a feel for the rhythm.  I am not sure 
about the braille signs you mentioned.
